Help with Brush Tool

So I'm at the brush tool and I click the brush tool button, and go to the top right view port and click and drag and nothing happens. whats up with dat?

1)you click the tool
2) you move it to the top view
3) you click & HOLD
4) then you drag a box
5) when your done you let go of the mouse button
6) while having the mouse pointer on the object you hit ENTER
