You can email them the necessary files (.bsp, .wads, .tgas, etc.).

Or even ask server admins that you know if they'd like to have it on their server and if they say yes, print out the binary data in invisible ink and send it to him as an innocuous letter. Then have him 'develop' the letter to see the real message- the binary data of your map- then he can copy the bytes in by hand so that They won't know.

Yes, I am a damaged person. Hilariously the letter would be several million pages.
