I think its gotta be in openGL mode. Go into your options and mess around with the graphics settings.

Make sure the brushes you have these blue textures on are entities with Render mode 'Solid' and FX Amount 255.
Also make sure the texture name begins with {
...and that's the bottom line because Mate de Vita said so.

Cloud we need more input on this... what maps are you playing, is it maps that work fine for other people? What are the graphics settings you're using inside cs?

its fixed now i changed back to software mode
but it was some zombey map and you would hide in this cage and the zombey would try to go threw the crawl space to get you, i couldent see him cause the fece texture was blue in the trasparent spots
its like.... de_cibble and you are ct at spawn and you look behind...the spawn and you see the fence, yah....

i have another problem, some times when i connect to this one death_run place its gets stuck at "Precaching Resources" and there are problems like this but no one ancered there threads
