Ok , since I cannot use a prepaid credit card on shitty ass steam ,
I was wondering superjer if you can buy cs for me and make an account for me , I can send you the money through via paypal .
If that's ok with you.....

The other problem is that Steam doesn't like it when you use the same credit card on multiple accounts.
Like already said, contact Steam support and get Paypal working.
